  1. Main results and conclusions

- The thesis has inherited domestic and foreign research works, analyzing and clarifying theoretical issues related to the training of firefighting and rescue operations of the People's Public Security force such as: clarifying the concept of professional training of firefighting and rescue operations; Determine the purpose, characteristics, principles, objects and subjects in training work. In addition, the thesis has clarified the content, form and training process from theory to practice training organization. Clarify the content of training organization and post-training inspection and evaluation. Specifically analyze the factors affecting training, which are legal factors, force factors, training facilities factors and organizational, management, direction and international cooperation factors in training.

- The thesis has evaluated the characteristics and related situations and analyzed and evaluated the current status of professional training in firefighting and rescue of forces directly involved in firefighting and rescue of the Fire and Rescue Police Departments and local police units from 2019 to 2025 with full supporting data. Analyze and clarify the achieved results, limitations, shortcomings and clearly point out the causes of limitations and shortcomings in the training of firefighting and rescue operations.

- The thesis has made predictions and requirements for professional training in firefighting and rescue in the coming time and from there proposed 06 groups of solutions to improve the quality of professional training in firefighting and rescue of the Fire and Rescue Police force.

The research results of the thesis will contribute to clarifying, supplementing, perfecting knowledge and unifying awareness about the training of firefighting and rescue operations of the People's Public Security force, in which the Fire Prevention and Rescue Police force is the core; helps the Fire Fighting and Rescue Police force have a scientific basis to implement policies, plans and measures to improve the quality of fire fighting and rescue training. The thesis can be used as a reference document to serve research, teaching and learning at People's Public Security schools in general and Fire Prevention University in particular.

To contribute to supplementing and improving the theoretical foundation of professional training in fire prevention, firefighting and rescue, and to propose solutions to improve the quality of professional training for fire prevention, firefighting and rescue for the Fire and Rescue Force in the coming period.

The theoretical and practical issues of professional training in fire prevention, firefighting and rescue conducted by the Fire and Rescue Force.

  1. Research Methods

The thesis was conducted on the basis of fundamental methodological approaches. It also employs specific scientific research methods, including document analysis method; synthesis, analysis and statistical methods; expert consultation; investigation and survey; scientific forecasting; and case study method.

  1. Main Findings and Conclusions

- The thesis inherits relevant domestic and international research works and analyzes the theoretical issues related to professional training in fire prevention, firefighting and rescue for the People’s Public Security forces. These include clarifying the concept of professional training in fire prevention, firefighting and rescue; identifying the purposes, characteristics, principles, trainees and training subjects involved in training activities. In addition, the thesis clarifies the content, forms and process of training, from theoretical instruction to practical training organization; clarifies the organization of training activities and post-training inspection and assessment; and specifically analyze the factors affecting training, including legal factors, personnel factors, training facilities and equipment, and factors related to organization, management, direction and international cooperation in training.

- The thesis evaluates relevant characteristics and circumstances, and analyzes and assesses the current status of professional training in fire prevention, firefighting and rescue for forces directly performing firefighting and rescue duties under the Fire and Rescue Police Divisions of local police units from 2019 to 2025, supported by adequate evidentiary data. It clarifies the achievements, limitations and disadvantages, and identifies the causes of those limitations and limitations in professional training in fire prevention, firefighting and rescue.

- The thesis sets out forecasts and requirements for professional training in fire prevention, firefighting and rescue in the coming period, and on that basis proposes six groups of solutions to improve the quality of professional training in fire prevention, firefighting and rescue for the Fire and Rescue Force.

The research findings of the thesis will contribute to clarifying, supplementing and improving knowledge, as well as unifying awareness of professional training in fire prevention, firefighting and rescue for the People’s Public Security forces, in which the Fire and Rescue Force plays the core role. The findings also provide a scientific basis for the Fire and Rescue Force to implement policies, plans and measures to improve the quality of professional training in fire prevention, firefighting and rescue. The thesis may be used as a reference for research, teaching and learning at People’s Public Security schools in general and at the University of Fire Prevention and Fighting in particular.
