New contributions of the thesis:

1. The thesis has inherited domestic and foreign research works, analyzing and clarifying theoretical issues related to the training of firefighting and rescue operations of the People's Public Security force such as: clarifying the concept of professional training of firefighting and rescue operations; Determine the purpose, characteristics, principles, objects and subjects in training work. In addition, the thesis has clarified the content, form and training process from theory to practice training organization. Clarify the content of training organization and post-training inspection and evaluation. Specifically analyze the factors affecting training, which are legal factors, force factors, training facilities factors and organizational, management, direction and international cooperation factors in training.

2. The thesis has evaluated the characteristics and related situations and analyzed and evaluated the current status of professional training in firefighting and rescue of forces directly involved in firefighting and rescue work of the Fire and Rescue Police Departments and local police units from 2019 to 2025 with full supporting data. Analyze and clarify the achieved results, limitations, shortcomings and clearly point out the causes of limitations and shortcomings in the training of firefighting and rescue operations.

3. The thesis has made predictions and requirements for professional training in firefighting and rescue in the coming time and thereby proposed 06 groups of solutions to improve the quality of professional training in firefighting and rescue of the Fire and Rescue Police force.
